ONLY THE HOMEOWNER OR LICENSED BUILDER MAY APPLY FOR A PERMIT.
For all new structures, including installing any mobile home, the following items MUST be done. THESE ARE THE MINIMUM REQUIREMENTS. There could be additional requirements depending on type of construction or structure.
1. Visit https://www.grantso.org/911permit to request your E-911 address. This process may take 24-48 hours and will establish or update the required E-911 address. Existing 911 numbers must be updated. The E-911 office is located directly behind the courthouse on Cedar Street, Colfax, LA.
2. For the sanitation and health permit, contact Melanie Spann at the Grant Parish Health Unit. To schedule an appointment, call 318-627-3133 ext. 203 or email melanie.spann@la.gov. Her office is located at the corner of Hwy 8 and Webb Smith Drive, Colfax, LA (inside Grant Community Health Center). Melanie’s office hours are Tuesdays and Thursdays, 10:00 am-12:00 p.m.
3. A permit application must be completed at the Grant Parish Permit Office. Phone 318-627-3333. Located at 200 Main Street, Colfax, LA (with the Gas Office inside the Grant Parish Courthouse). This permit includes (but not limited to) checking the proposed site for flood zones and that other permits have been completed. If you are building in a flood zone an elevation certificate is required. The Permit Office does NOT accept plans. A $100 permit fee payable to Grant Permit Office (no credit cards). Admin fee for a Certificate of Occupancy is $200 payable to Grant Inspections. If you plan to serve as your own general contractor for construction an affidavit claiming exemption from licensure is required. This affidavit asks for contractor names, license numbers (ex. Foundation, framing, electrical, plumbing, etc.) and must be signed by a notary.
4. Temporary electrical service will be given for the construction process when the permit office receives an electrical inspection report (from your inspector) and a temporary sewer permit.
5. When all inspection reports, final sewer approval, elevation certificate, etc. have been received by the permit office, permanent electrical service and a Certificate of Occupancy will be issued.

4. If you are installing a mobile home, contact the Grant Parish Assessor’s office at 318-627-5471. You will need the year, model, and serial number of the mobile home. They will give you a decal (green and white sticker), that number must be given to the building permit office at 200 Main Street.
5. Electrical inspections can be obtained by contacting a certified ICC inspector. The building permit office will NOT collect inspection fees.

*Qualifications
A hunting or fishing camp, or other recreational structure that is:
1. Not used as a residence, or used, intended to be used, or occupied for permanent living purposes;
2. Not attached to a residence;
3. Not utilizing the same physical address of a residence; iv.
4. Not located on the same property as a residence;
5. Not capable of qualifying for a homestead exemption; vi.
6. Not used for commercial purposes;
7. Not located within the corporate limits of a municipality; and
8. Not located in an approved subdivision within a jurisdiction.
Commercial Permits: $300.00
Residential Permits: $100.00
Certificate of Occupancy: $200.00
(If a Certificate of Occupancy is required, that fee is separate from the permit fees)
