Grant Parish has been working since 2007 to develop a feasible plan for expanded wastewater treatment and collection service in southern Grant Parish near the Rapides Parish line. This particular area of Grant Parish is experiencing a higher growth rate than other areas due to its adjacency to north Rapides Parish, new localized commercial developments, the 4-laning of U.S. 165, and the enlargement of the federal prison complex in Pollock.
The “Grant Parish Master-Plan” from 2011-2012, reported in numerous sections that the weaknesses and threats to economic development in Grant Parish was a lack of wastewater treatment and collection infrastructure. Without modern collection and treatment, wastewater discharges into local streams create environmental developmental constraints. The Parish moved forward under prior Capital Outlay funding with planning and environmental studies that evaluated several sewage treatment and collection alternatives for south Grant Parish. The most feasible plan that came to the fore was to construct a modern wastewater treatment plant to serve the existing Herman Park and Martin Acres Subdivisions. The new wastewater treatment plant has been constructed at the Martin Acres site and will serve as the regional treatment plant for southern Grant Parish.
The plant is designed for modular expansion to increase capacity as needed in the future. Herman Park Subdivision is connected to the new wastewater treatment plant by means of a sewer pump station and force main. The interconnection of the Herman Park sewer system with the Martin Acres Subdivision system will provide the spine across southern Grant Parish that would allow for future connections of pump stations serving other areas. This interconnection spine and the new wastewater treatment plant is the key economic development infrastructure piece that will greatly expand business and commercial opportunities in southern Grant Parish.

Customers will be charged for the initial connection to the Sewerage System. This charge will include all labor and materials and any other costs associated with initially establishing service.
The actual costs incurred to the Parish for tap on a main, including wye and 1/8th bend on existing mains, extension of four (4) or six (6) inch sewer service lateral to the right-of-way line, roadway and shoulder repairs, and installation of cleanout and connection point at the property line.
The actual costs incurred by the Parish for a connection to the existing pressure main, including the pump basin, grinder pump, discharge piping, controls, roadway and shoulder repairs, and all accessory appurtenances which convey or contribute to the conveyance of wastewater to the public sanitary sewer.
A Servitude shall be required to ensure the Parish has access to the grinder pump service type system and pressure piping for maintenance and repairs.
